Strategy Design

School District

A school district’s Office of Early Childhood Education chose Bloom to lead a strategy design process to create “best practice sites” for teaching early literacy across the district. These sites would serve as a network of K-3 classrooms that demonstrate exemplary early literacy practice and provide the opportunity for educators to observe and engage in professional learning that advances their early literacy instructional practice.

Over the course of nine months, Bloom facilitated a series of research and planning activities, engaging both internal district stakeholders and external partners and peers across the country doing similar work. In collaboration with a cross-departmental district working group, Bloom researched best practices, facilitated vision-setting, led strategy design groups, and engaged with stakeholders through teacher focus groups and interviews. This process resulted in the creation of a comprehensive blueprint laying out a model for Best Practice Sites for Early Literacy and a detailed multi-phase implementation plan.

Coalition-Building

County

Led by the county’s district attorney’s office, a safe schools working group was formed to create a new initiative focused on developing and enacting a strategic plan that will serve as a roadmap for ensuring school-aged youth in Delaware County receive the behavioral health, mental health, and substance misuse services they need.

The working group partnered with Bloom Planning as the project lead to drive forward feasibility research, coalition-building, and strategic planning for the initiative.

Over the course of 16 months, Bloom designed and conducted numerous research activities, facilitated myriad collaborative and community-input driven planning sessions, and ultimately managed production of the initiative’s strategic plan.

Strategic Roadmap

Nonprofit

A local nonprofit focused on promoting the importance of early literacy initiated a seven-month process to build a strategic roadmap for increasing student access to high-quality, targeted reading tutoring in out-of-school-time (OST) spaces, specifically for K-3 students who require one-on-one assistance or small group instruction from a trained reading tutor.

Led by Bloom and guided by monthly meetings with a cross-sector working group, the strategic design process included hundreds of hours of research, interviews, and feedback sessions through collaboration across and beyond the organization’s expansive network of partners.

The four-phase planning process ultimately yielded a three-pronged strategic approach and implementation roadmap. Informed by both local and national models and best practices, the roadmap articulated a plan for building partnerships, capacity, and funding to create a service-delivery model that maximizes impact for Philadelphia’s highest need readers.
